Code Enforcement, ESA and HAP

Juan S. Flores

 Juan S. Flores, a military retiree after 21 years, joined the City of Fountain as a Code Enforcement Officer in 2000.   He has been the department Supervisor since 2001. He has been a member of the Colorado Association of Code Enforcement Officials (CACEO) since 2000 and has served on its Board of Directors from 2004 – present.  Juan was elected twice to serve as Vice-President 2006 - 2009 and elected four times to serve as President 2009 – 2016.   He is a certified Property Maintenance and Housing Inspector and is recognized as a Community Volunteer Project Coordinator.


Katherine Roby

Katherine Roby has been the Executive Director of the Housing Authority of the City of Fountain, CO since 1994 where she oversees the operations of all Housing Authority Programs including, the Housing Choice Voucher Program, a Public Housing Development for seniors and the disabled, a Section 8 Multifamily Townhome Project and an affordable Housing Community.  This experience has given Katherine an understanding of both landlords and tenants.  In addition, Katherine has participated on the Board for the Fountain Urban Renewal Authority and on the Housing Advisory Board for the Southern Colorado Aids Project.  Prior to working in affordable housing, Katherine was the Deputy General Counsel for the New York City Department of Business Services.


Kristy Martinez

Kristy Martinez has over 13 years of experience in city and county government. She is currently the Planning Manager for the City of Fountain.  Kristy is a member of the American Institute of Certified Planners (AICP), holds a Bachelor’s degree from the University of Colorado and is currently pursuing a Master’s degree in Public Administration.

Remember early registration ends at midnight on September 10, 2019. 

Cancellations in writing must be received by the Treasurer only, no later than midnight the Thursday before the event.  Checks and cash always welcome at the door.  Credit/debit can only be used on line. 

Late registrations, and at the door are at a cost of $35.00.  A Registration means a lunch will be prepared for you, that the Chapter has to pay for.  Therefore payment is expected at time of service.

No refunds for non-attendance.
